The commemorative plaque was installed on the facade of the building at 5 Chyhyryna Yuliia Street.

Ihor Terekhov emphasized that he knew Leonid Rubanenko personally and highly valued his intelligence, dedication, and significant contribution to the development of Kharkiv.

"I was fortunate to work with Leonid Ivanovich. He was a man with a big heart who managed to do everything — support business, care about culture, and be a true friend. He was not an office bureaucrat — he was a man of action. The fact that we are unveiling a memorial plaque today in front of such a large crowd is proof of our deep respect for him and recognition of his achievements. Ukraine needs people like Leonid Ivanovich today. May his memory live on!" said the mayor.

Leonid Rubanenko served as chairman of the Ordzhonikidze (now Industrial) District Executive Committee of Kharkiv, later worked as head of the Main Administrative Department of Transport, Communications, and Road Management of the Kharkiv City Executive Committee, and was involved in the modernization of the transport system. Since 2002, he headed the Association of Employers' Organizations of Kharkiv Region, promoting the development of entrepreneurship and protecting the interests of employers in the region, and was also one of the founders of the cultural and educational organization "Gostinna na Dvoryanskiy," which promotes the history of Kharkiv and Slobozhanshchyna.
