Article 1. Legal Basis for the Activities of the City Council

The legal status of local self-government in Ukraine is determined by the Constitution of Ukraine, the Law of Ukraine "On Local Self-Government in Ukraine" and other laws.
2.
Local self-government bodies and their officials act only on the basis, within the powers and in the manner provided by the Constitution and laws of Ukraine, and are guided in their activities by the Constitution and laws of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, and local self-government bodies.

The procedure for the activities of the Kharkiv City Council (hereinafter - the City Council), its bodies and officials is determined by the Constitution of Ukraine, the European Charter of Local Self-Government, the laws of Ukraine "On Local Self-Government in Ukraine", "On the Status of Deputies of Local Councils", "On the Principles of State Regulatory Policy in the Sphere of Economic Activity", the Electoral Code of Ukraine, other normative legal acts, the Charter of the Territorial Community of the City of Kharkiv and these Regulations.

The activities of the City Council are carried out on the principles of:
people's power;
legality;
openness;

Sessions of the City Council, meetings of standing committees, temporary control committees, working groups are held openly and transparently, except in cases provided by current legislation.

During an open session of the City Council in the session hall, in addition to the mayor, the secretary of the City Council, deputies, assistant-consultants of deputies, officials of executive authorities, officials of executive bodies of the City Council, representatives of mass media who carry out television and photography, members of delegations who are in the City Council on an official visit, members of the territorial community of the City of Kharkiv and invited persons have the right to be present. The procedure for submitting applications regarding the presence at the plenary session of the City Council of invited persons is determined by Article 7 of these Regulations.
