New rules for keeping pets have been approved in Kharkiv

The rules for keeping pets in the City of Kharkiv were approved today, 30 April, at an extraordinary session of the City Council.
The decision was made to improve the regulatory framework for keeping pets in Kharkiv and handling stray animals in the community.
In 2023, the Kharkiv City Council received 137 appeals from citizens regarding violations of the established standards for keeping stray and domestic animals. In particular, Kharkiv residents complained that some animal owners allowed their animals to roam free and breed uncontrollably, and did not provide them with proper conditions.
To solve these and other problems, new rules for keeping pets were developed. They strengthen the responsibility of animal owners for their maintenance, establish space norms for domestic animals kept in a living space or enclosure, taking into account the size of the animal, etc.
In addition, according to the new rules, pet owners are prohibited from walking dogs without a leash, and dogs of dangerous breeds (the relevant list is approved by the Cabinet of Ministers) - without a muzzle outside the fenced area for walking and training dogs.
