Kharkiv to receive financial assistance from the EBRD

On 23 October, Kharkiv City Council and the European Bank for Reconstruction and Development (EBRD) signed a loan and grant agreement on the Emergency Liquidity Support Project for the city of Kharkiv.

The documents were signed by Kharkiv Mayor Igor Terekhov and EBRD Managing Director for Ukraine and Moldova Arvid Turkner. 

Under the agreement, Kharkiv will receive an investment grant of EUR 10 million from the EBRD's Special Crisis Response Fund. These funds are non-refundable, which is a significant support for the city under martial law. In addition, the EBRD will provide a EUR 25 million loan to Kharkiv under the guarantee of the Spanish government. 

According to Igor Terekhov, the funds raised will help ensure the uninterrupted provision of utilities to Kharkiv residents. Thus, financial support will be provided to Kharkiv Metro, Trolleybus Depot No. 2, Saltov Tram Depot and Kharkiv Heating Networks.

‘These funds will go to our utilities, and the released funds will be used to ensure the energy stability of the city. We are decentralising heat, water and electricity supply systems. I really want the city to have its own power generation. It is important for us, because then Kharkiv will be more resistant to Russian attacks,’ said Igor Terekhov. 

In his turn, Arvid Turkner said that the EBRD would do everything possible to ensure that the money comes as soon as possible, which will help the city to go through the heating season in a stable manner.

‘We all understand how much Kharkiv residents need this project and funding to get through the winter,’ said Arvid Turkner.

Igor Terekhov also thanked the international partners for their work on the project for the construction of new metro stations and the purchase of rolling stock, which is being implemented in cooperation with the EBRD and the European Investment Bank.
