Results of the working trip of Kharkiv Mayor Igor Terekhov to Germany.
On the first day of the business trip, June 10, an event titled “Restoration of Kharkiv: Main Goals and Plans” was held in Berlin, where the mayor signed a number of agreements important for the sustainable heating season in Kharkiv.
In particular, a Memorandum of Understanding was signed with the German Society for International Cooperation (GIZ), which will result in four cogeneration units being transferred to Kharkiv in July and August. Two more such units will be transferred to Kharkiv by the Czech government.
As a result of Igor Terekhov's negotiations with international partners, Kharkiv will also receive a EUR 47 million grant from the World Bank and a EUR 25 million loan from the European Bank for Reconstruction and Development to ensure the city's energy sustainability. These funds will be used to purchase new equipment and decentralize heat, water, and power supply systems.
In addition, the European Investment Bank has accepted a proposal to lend to the municipal housing program. According to Ihor Terekhov, the housing issue is extremely relevant for Kharkiv, where more than 9.6 thousand buildings have been damaged to some extent. Therefore, the city is participating in an international project to introduce affordable rental models for different target groups. As a result, a municipal housing stock will be formed for rent or mortgage.
On June 11, Ihor Terekhov took part in an international conference on the restoration of Ukraine. During his speech at one of the panels, the mayor once again emphasized that security is the main issue for Kharkiv, which suffers from shelling by the occupiers almost every day. The mayor emphasized that without modern air defense systems, the lives of Kharkiv residents are under constant threat. Critical infrastructure facilities, which are being actively restored thanks to the support of the international community, also need reliable protection.
In particular, the Japanese partners provide strong support to Kharkiv. The day before, Igor Terekhov discussed the transfer of energy equipment to the city with representatives of the Ministry of Economy of Japan and the Japan International Cooperation Agency (JICA). The equipment is already being purchased at the expense of Japanese partners and will soon arrive in Kharkiv.
The Ukraine Recovery Conference also focused on post-war reconstruction. Igor Terekhov noted that the Kharkiv Master Development Plan, which is being developed jointly with the Norman Foster Foundation with the support of the German government and the United Nations Economic Commission for Europe, will determine the city's life for 100 years to come.
In addition, during his business trip, Igor Terekhov agreed with German partners to provide the necessary assistance in purchasing equipment for the Kharkiv metro school. In particular, by the beginning of the new school year, it is planned to deliver furniture to equip classrooms at the Maselsky metro station.
Also in Berlin, the Kharkiv City Council signed a comprehensive support program with the European Bank for Reconstruction and Development for Ukrainian cities. It provides support for projects aimed at increasing competitiveness and inclusion in Ukraine, introducing innovative green technologies, restoring financial inclusion, and a municipal, infrastructure, and industrial sustainability program.
