Ihor Terekhov spoke at the International Civil Protection and Defence Congress

Mayor of Kharkiv Ihor Terekhov is the only one among the mayors of Ukrainian cities who today, March 13, took part in the international “Congress of Sustainability - 2024”, which was held in Warsaw.
Mayor of Kharkiv participated in the event online. He shared his experience of organizing the defense of the city during two years of full-scale war. Ihor Terekhov emphasized that Kharkiv was not prepared in advance for a russian attack, however, the military managed to prevent the city from being captured, and the authorities managed to provide citizens with everything they needed.
"The main conclusion I can draw is that defensive structures, defense lines must be prepared in advance. This significantly slows down the enemy's progress. In addition, the city should have maximum prepared shelters for the civilian population. With air defences in place, critical infrastructure can also be protected. It is also necessary to diversify the sources of provision of public services - this will reduce the risks of disabling life support systems if the aggressor damages them. Unfortunately, we know about all these things not hearsay but from real life experience, for which we paid a very high price," said Ihor Terekhov.
