Igor Terekhov spoke at the Congress of Local and Regional Authorities
Today, on 17 December, Mayor Igor Terekhov took part in the final meeting of the Congress of Local and Regional Authorities under the President of Ukraine for 2024.
The event, chaired by President of Ukraine Volodymyr Zelenskyy, was dedicated to discussing the achievements of the past year and plans for the future. The meeting was attended by representatives of central and local authorities, the Armed Forces of Ukraine, embassies of partner countries, and others.
The congress announced the continuation of state programmes to support Ukrainians, including internally displaced persons and veterans, as well as to provide assistance to local communities, the business sector, etc. Particular attention was paid to strengthening cooperation with international partners aimed at attracting investment, implementing joint humanitarian projects and achieving peace in Ukraine.
At the meeting, Mayor Ihor Terekhov raised the issue of decriminalising the use of vehicles and other equipment donated to the community as humanitarian aid by utility companies. According to the current legislation, such technical assistance cannot be used for profit. This means that it cannot be used to improve the provision of public utilities, which the population receives at established tariffs, including the profit of the utility company. For example, this applies to companies that provide water supply and sewerage, district heating, etc.
With this in mind, the mayor asked that the draft Law of Ukraine No. 12250 be considered as soon as possible, which provides for a solution to this problem so that utilities in Kharkiv and other territorial communities can fully use the assistance of international partners as intended.
According to President of Ukraine Volodymyr Zelenskyy, the Verkhovna Rada will consider this draft law in January 2025.
