Ihor Terekhov: The first rental housing programme in Ukraine is being developed in Kharkiv
High-level consultations on reforming Ukraine's housing policy took place today, 3 April, in Kyiv.
The expert discussions, in which the Mayor of Kharkiv Ihor Terekhov took part, were organised by the Government of Ukraine together with the World Bank Group, the European Commission and the European Investment Bank.
The Mayor of Kharkiv spoke online at a panel discussion on the role of local governments in implementing this reform.
Ihor Terekhov noted that Kharkiv, together with German partners, is already working on the development of Ukraine's first municipal rental housing programme, according to which the community will be the main customer for the construction of housing and then rent it out under a mortgage scheme.
«We will be the first to apply this experience. But in order to implement this programme, it is important to prepare the necessary legislative framework today. Such a project will make it possible to introduce new housing models and mobilise resources, including international funding, to provide people with housing. As a result, a municipal housing fund will be created for rent or mortgage», - the Mayor said.
