- Identification of priority areas of activity in the city of Kharkiv in the field of social protection of the population, including families, children and youth, as well as comprehensive support for such areas.

The Department is accountable and controlled by the Kharkiv City Council in its activities, subordinate to the Executive Committee of the Kharkiv City Council, the Mayor, the Secretary of the City Council, the Deputy Mayor for Health and Social Protection of the Population.
The Department operates according to the Rules of Internal Labor Regulations for Employees of Executive Bodies of the Kharkiv City Council, approved by the Mayor's Order of July 18, 2023.
A five-day work week with two days off (Saturday, Sunday) is established for employees. Work begins at 8:00, lunch break from 12:00 to 12:45. Work ends at 17:00 (on Friday - at 15:45).
